Reduceri de personal în administrația publică locală: Bolojan declară diminuări în conformitate cu o matrice

Thursday evening, Bolojan spoke on Antena 1 regarding the „precise assessment of the number of employees,” ensuring an accurate comprehension of how many are needed to prevent public funds from being „squandered on personnel costs” and instead allocate resources toward investment initiatives.

When inquired about how to ascertain the necessary employee count, Bolojan indicated that there are predefined grids that are likely to be scaled down by roughly 20%.

„Those at the grid threshold will have to implement staff reductions. We have examples of municipalities and county councils in Romania that function effectively using this method. I have overseen a municipality and a county council that, in my view, perform efficiently with a diminished workforce, and the fiscal benefits have been significant, clearly visible in monthly results for citizens,” Bolojan remarked.

The premier highlighted that during his time as mayor in Oradea, personnel was decreased by around 30%, and as the head of the Bihor County Council, the cut amounted to about 50%, „demonstrating that institutions can operate under these circumstances with considerable savings.”

The premier further stressed the necessity of analyzing each case rather than applying these percentages broadly.

„There may be situations, for instance, where a county council managing a hospital requires 2-3 personnel for healthcare administration, but in many cases, there is ample opportunity to reduce staff. (…) For example, by eliminating a personal advisor from the offices of mayors, deputy mayors, and officials, roughly 6,000 positions could be removed from this aspect. Whether we like it or not, we can no longer maintain expenses at the current rate,” Bolojan added.
